I have the honour to report that I have
appointed Mr. J. J. Paterson provisionally, ami subject to
His Majesty's pleasure to be temporarily an unofficial
member of the Legislative Council in the place of the
Honourable Mr. B. D. F. Beith who is temporarily absent
from the Colony.

Mr. Beith has left for England on a visit
which is expected to extend over a period of about one year.
He was, as reported in my despatch No.158 of the 19th of
March, 1930, provisionally appointed temporarily an
unofficial member of the Council. He was also in the same
despatch recommended for the definitive appointment to the
vacancy created by the retirement of Mr. Hynes. In view
of the fact that Mr. Beith has subsequently proceeded on
long leave, his definitive appointment, if approved, will
not become operative until his return from leave.

Mr. Paterson is a Director of Messrs. Jardine,
Matheson and Company, Limited, of which Mr. Beith is the
Managing-Director.
